t:
` CENTRAL V LAL EY REGIONAL WATER QUALITY CONTROL BOARD
INSPECTION REPORT
23 May 1996
DISCHARGER: City of Tracy
LOCATION &COUNTY: Tracy Wastewater Treatment Plant, San Joaquin County
CONTACT(S): Frank Motzkus,Plant Supervisor
INSPECTION DATE: 22 May 1996
INSPECTED BY: Michael H. Mosbacher
ACCOMPANIED BY: Frank Motzkus Plant Supervisor and Steve Bayley Deputy PW Director
The City of Tracy's Waste Water Treatment Plant inspection was a walk through inspection in which I
was accompanied by Frank Motzkus and Steve Bayley. Our inspection started at the headworks and
ended at the outfall of the chlorine contact chambers where we collected samples for analysis. The
following observations were made at each of the major treatment operations:
• Inside the headworks building it was somewhat malodorous, however, outside the building the odors
were significantly less. Bar screenings are dewatered and consolidated in a rag press, which appears
to be very affective. The bar screenings are then hauled to the Tracy Materials Recycling Facility
and Transfer Station where they are then transported to a landfill in the Stockton area.
• The older of the two domestic primary clarifiers is still out of service. However,it isn't needed at
this time.
• All domestic and industrial flows are going through the new biotowers. Both of the trickling filters
were not being used because of the effectiveness of the biotowers in organic removal.
• Both sludge digestors were in service. The most westerly digestor had just had repairs completed the
week before the inspection. The hope is that the digestor will be fully acclimated by the time
canning season begins.
The following information was discussed of current operational strategies and future expansion projects:
• Plant is operating at partial nitrification.
• Cogeneration plant still operating with primarily natural gas .
• A new laboratory is being designed and is scheduled to begin construction in March 1997, with
completion and operational by the fall of 1997.
• Half of the sludge drying beds will have asphalt applied to the bottoms this summer.
• Leprino Cheese is proposing to add increased levels of treatment to their pretreatment operations in
hopes improving their of reducing their wastewater disposal fees.
• The City of Tracy is making great strides to computerize the plant operations and monitoring.
Several of the plant's operational functions can be monitored from the plant's control room.
INSPECTION SUMMARY:
No apparent violations were seen during this inspection.
Le-Ui
Michael It Mosbacher, Project Engineer
REVIEWED BY: I I I
