R5-2007-0037, CITY OF TRACY, WASTEWATER TREATMENT <br /> PLANT, SAN JOAQUIN COUNTY <br /> (SWRCB/OCC FILE A-1846): CENTRAL VALLEY WATER BOARD <br /> RESPONSE <br /> INTRODUCTION <br /> The State Water Resources Control Board (State Water Board) has determined that the <br /> petition, dated 31 May 2007, filed by the City of Tracy to review Waste Discharge <br /> Requirements Order No. R5-2007-0036 (NPDES No. CA 0079154) (Tracy Permit), and Time <br /> Schedule Order No. R5-2007-0037 (TSO), for the City of Tracy Wastewater Treatment Plant, <br /> is complete. The Regional Water Quality Control Board, Central Valley Region (Central Valley <br /> Water Board) delivered the record for decision to the State Water Board on 24 March 2008 for <br /> the subject Tracy Permit and TSO in response to petitions filed by the Environmental Law <br /> Foundation (ELF) and the California Sportfishing Protection Alliance (CSPA) (SWRCB/OCC <br /> Files A-1846(a) and A-1 846(b)). The record of decision is the same for the petition filed by the <br /> City of Tracy (SWRCB/OCC File A-1846), therefore, no additional files are provided at this <br /> time other than Attachments 1 and 2. By this memorandum, I am providing the Central Valley <br /> Water Board's response to the City of Tracy's petition. <br /> BACKGROUND <br /> The City of Tracy (hereafter Discharger) owns and operates the Tracy Wastewater Treatment <br /> Plant (Facility), which provides sewerage services to the City of Tracy. The Facility discharges <br /> tertiary treated wastewater to Old River, located within the Sacramento-San Joaquin Delta, a <br /> water of the United States. <br /> The Facility treats primarily domestic wastewater collected via the Discharger's wastewater <br /> collection system. The wastewater treatment plant also accepts industrial food processing <br /> wastewater from Leprino Food Company (Leprino) through a segregated industrial wastewater <br /> pipeline. The Facility is composed of a main treatment facility and an industrial facility.
