CA0079154 PER MIT/SERVICES <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF TRACY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1 . The City of Tracy (hereafter Discharger) submitted a Report of Waste <br /> Discharge, dated 8 May 1990, and applied for a updated permit to <br /> discharge waste under the National Pollutant Discharge Elimination <br /> System (NPDES) . <br /> 2. The Discharger discharges 9.0 mgd of domestic and industrial waste from <br /> secondary treatment facilities into Old River (Outfall No. 1) , a water <br /> of the United States, at a point four miles north of Tracy in the E 1/2 <br /> of projected Section 34, TIS, R5E, MDB&M. See Attachment "A", <br /> incorporated herein and made part of this Order. <br /> 3. The Report of Waste Discharge describes the existing discharge as <br /> follows: <br /> Average Flow: 4.5 million gallons per day (mgd) <br /> Design Flow: 9.0 million gallons per day (mgd) <br /> Average Temperature: 77°F (25°C) Summer; 64°F (18°C) Winter <br /> BOD: 13 mg/l , 437 lbs/day (annual average) <br /> Suspended Matter: 14 mg/l , 467 lbs/day (annual average) <br /> 4. The Environmental Protection Agency and the Regional Board have <br /> classified this discharge as a major discharge. <br /> 5. The Board, on 31 March 1989, adopted the Second Edition of the Water <br /> Quality Control Plan for the San Joaquin Delta Basin (56) which contains <br /> water quality objectives. These requirements are consistent with that <br /> Plan. <br /> 6. The beneficial uses of Old River and Delta waters are municipal , <br /> industrial , and agricultural supply; recreation; esthetic enjoyment; <br /> navigation; and preservation and enhancement of fish, wildlife and other <br /> aquatic resources. <br /> 7. Effluent limitations, and toxic and pretreatment effluent standards <br /> established pursuant to Sections 208(b) , 301, 302, 303(d) , 304, 307, and <br /> 316(a) of the Clean Water Act and amendments thereto are applicable to <br /> the discharge. <br />
