INFORMATION SHEET <br /> CITY OF TRACY <br /> WASTEWATER TREATMENT PLANT <br /> SAN JOAQUIN COUNTY <br /> The City of Tracy is governed under Order No. 85-214, NPDES No. CAO079154, <br /> adopted 23 August 1985, during expansion of the plant capacity from 5.5 to 9.0 <br /> mgd. This Order will be rescinded. <br /> The Board adopted Cease and Desist Order No. 78-52 on 28 April 1978 for <br /> numerous effluent violations and industrial pretreatment inadequacies. A time <br /> schedule was adopted to require plans to be developed by which the City could <br /> correct its operational problems. Also, a wet industry ban was imposed <br /> prohibiting additional industrial connections to the City's sewerage system. <br /> Operational problems have been eliminated and the City has had a satisfactory <br /> compliance record, Cease and Desist Order No. 78-52 will be considered for <br /> recision in the near. <br /> The Board adopted Cease and Desist Order No. 79-54 on 23 February 1979 to <br /> update the time schedule and to require plans developed in the first C&D be <br /> implemented through a construction project. Interim 30-day Biochemical Oxygen <br /> Demand (BOD) and Total Suspended Matter (TSM) effluent limits of 35 mg/l each <br /> were allowed until plant improvements were completed by the full compliance <br /> deadline. Plant improvements have been completed and the City has had a <br /> satisfactory compliance record, Cease and Desist Order No. 79-54 will be <br /> considered for recision. <br /> The Board adopted Order 79-123 on 25 May 1979 to allow a limited wet industry <br /> connection. The additional flow was not expected to impact effluent quality <br /> because some treatment plant operational improvements had been made since the <br /> first C&D was imposed. Plant improvements have been completed and the City <br /> has had a satisfactory compliance record, Cease and Desist Order No. 79-123 <br /> will be also be considered for recision. <br /> The Board adopted Special Order No. 80-097 on 25 July 1980 to amend Board <br /> Order No. 77-182 (the Original City of Tracy NPDES Permit) to require <br /> compliance with federal pretreatment standards in accordance with a specified <br /> time schedule. Full compliance with an approved pretreatment program was <br /> required by 1 July 1983. The City initial pretreatment program was approved <br /> in 22 March 1983. <br /> In July 1987, EPA and Regional Board staff conducted and audit of the City's <br /> pretreatment program. The audit revealed numerous deficiencies in the <br /> pretreatment program including inadequate control mechanism, inadequate local <br /> ordinances, and non-technically based local limits. The City has corrected <br /> the deficiencies in the pretreatment program and the City is in compliance <br /> with pretreatment regulations. Since the City of Tracy was named with seven <br />
