INFORMATION SHEET -2- <br /> CITY OF TRACY <br /> SAN JOAQUIN COUNTY <br /> The City is proceeding with a $4.7 million project to eliminate solids handling <br /> problems which were a significant source of effluent violations when the first C&D <br /> was adopted. The City is also expanding plant capacity from 5.5 to 9.0 mgd. The <br /> solids handling and plant expansion projects are proceeding together and are <br /> scheduled for completion in 1987. <br /> Effluent limitations are established in conformance with EPA regulations, with the <br /> exception of BOD5 and suspended matter which are more stringent than EPA secon- <br /> dary drinking water standards . The effluent limit of 20 mg/l for BODS and <br /> suspended solids is required to protect beneficial uses of public health and <br /> recreation. <br /> The City discharges treated wastewater to Old River about three miles north- <br /> easterly of the City through a diffuser. Recreation in the area consists of <br /> fishing and water contact sports of water skiing and swimming, as well as boating. <br /> The point is upstream of two major water intake facilities, the Bureau of Reclama- <br /> tion Delta-Mendota Canal and Department of Water Resources Clifton Court Forebay. <br /> The major portion of Tracy's diluted discharge is diverted through the Delta- <br /> Mendota, which is a domestic water source for Tracy. Some moves to the Clifton <br /> Court intake, also a domestic water source for much of the State's population. <br /> Seasonal low river flows during July, August, and September, when accompanied by <br /> high effluent flows, could impact dissolved oxygen in Old River. The contribu- <br /> tions of the Tracy effluent to depressed oxygen has not been fixed, but it <br /> undoubtedly has some effect. <br /> River flows at Tracy are subject to tidal influence and are negative under some <br /> conditions. Determination of percent wastewater in receiving waters is difficult <br /> to calculate due to the complex nature of Delta flows.
