INFORMATION SHEET y <br /> CITY OF TRACY <br /> SAN JOAQUIN COUNTY <br /> The City of Tracy is governed under Board Order No. 77-182, NPDES No. CA0079154, <br /> adopted 24 June 1977 after their new treatment facility was built. This Order <br /> will be rescinded. <br /> The Board adopted Cease and Desist Order No. 78-52 on 28 April 1978 for numerous <br /> effluent violations and industrial pretreatment inadequacies. A time schedule was <br /> adopted to require plans to be developed by which the City could correct its <br /> operational problems. Also, a wet industry ban was imposed prohibiting additional <br /> industri+il connections to the City's sewerage system. <br /> The Board adopted Cease and Desist Order No. 79-54 on 23 February 1979 to update <br /> the time schedule and to require plans developed in the first C&D be implemented <br /> through a grant funded construction project. Interim 30-day Biochemical Oxygen <br /> Demand (BOD) and Total Suspended Matter (TSM) effluent limits of 35 mg/l each were <br /> allowed until plant improvements were completed by the full compliance deadline. <br /> The Board adopted Cease and Desist Order No. 79-123 on 25 May 1979 to allow a <br /> limited wet industry connection. The additional flow was not expected to impact <br /> effluent quality because some treatment plant operational improvements had been <br /> made since the first C&D was imposed. <br /> The Board adopted Special Order No. 80-097 on 25 July 1980 to amend Board Order <br /> No. 77-182 to require compliance with federal pretreatment standards in accordance <br /> with a specified time schedule. Full compliance with an approved pretreatment <br /> program was required by 1 July 1983. <br /> The Board adopted Special Order No. 81-076 on 26 June 1981 to modify Cease and <br /> Desist Order No. 78-52 and Board Order No. 77-182 to allow the 30-day average TSM <br /> limit to be relaxed from 20 mg/l to 30 mg/l due to a change in the Department of <br /> Parks and Recreation ' s plans to build a riverside park downstream from the dis- <br /> charge. <br /> A review of self monitoring reports submitted by the City indicates the basis for <br /> the Cease and Desist Orders ( C&Ds) still exist ( i .e . , the City violates or <br /> threatens to violate effluent limits for daily maximum total coliform and chlorine <br /> residual ) . The three C&Ds will be retained. <br /> Because the City established an acceptable pretreatment program, Special Order <br /> 80-097 will be rescinded. Special Order 81-076 will be rescinded because relaxa- <br /> tion of total suspended matter to 30 mg/l is incorporated into the City's new <br /> NPDES permit . Total suspended matter was relaxed due to a change in the <br /> Department of Parks and Recreation 's plans to build a riverside park downstream <br /> I: from the discharge, reducing the anticipated usage of the river at this location. <br /> The City is proceeding with a $4.7 million "fix up" grant to eliminate solids <br /> handling problems which were a significant source of effluent violations when the <br /> first C&D was adopted. They are also using local funds to expand plant capacity <br /> from 5.5 to 9.0 mgd. Fix up and plant expansion are proceeding together and are <br /> scheduled for completion in 1987. <br /> Low D:cab <br />
