Facilities - 2 - 21 February 1980 <br /> The surface aerated holding pond receives waste from the following systems : <br /> Leprino Cheese pond, industrial waste, sludge holding tank, secondary digester <br /> supernatant, and excess return activated sludge. Without the diversions from <br /> the above systems to the pond, many more effluent limit violations would have <br /> occurred. <br /> The diversions were as follows : <br /> Month/Yr Flow (M.G.) (lbs) <br /> Jul 1979 31.17 399,948 <br /> Aug 1979 20.14 411 ,625 <br /> Sep 1979 24.98 387,200 <br /> Oct 1979 21.94 253,471 <br /> Nov 1979 7.24 163,685 <br /> Dec 1979 12.73 505,542 <br /> The importance of the aerated holding pond is easily discernible by a look at the <br /> above table. <br /> On my 7 February 1980 inspection nine of the ten surface aerators used in the <br /> holding pond were inoperable. These should be repaired or replaced immediately <br /> to insure compliance with effluent limitations and prevent odor nuisance condi- <br /> tions from developing. <br /> One of the industrial primary clarifiers has been out-of-service for approximately <br /> 18 months awaiting chains , sprockets and flights. It appears more effort is <br /> needed than has been expended to return this key unit to service prior to the <br /> coming canning season. <br /> My inspection finds the discharge in violation of Board Order No. 77-182 (NPDES <br /> No. CA0079154) , which states in part: <br /> "B. Effluent Limitations : <br /> 1. The discharge of an effluent in excess of the following <br /> limits is prohibited: <br /> 30-day 7-day 30-day Daily <br /> Constituent Units Average Average Median Maximum <br /> d. Chlorine Residual mg/l -- -- -- 0.1 <br /> f. Total Coliform MPN/100 ml -- -- 23 500 <br />
