City of Tracy Treatment Plant (WWTP) <br /> NPDES Permit Studies: WDR Order No. R5.2007-0036 <br /> Task 14: TSD Monitoring Well Installation Work Plan <br /> October 31, 2007 <br /> Introduction <br /> The Central Valley Regional Water Quality Control Board(CVRWQCB)has requested that <br /> the City of Tracy(City)install at the Wastewater Treatment Plant(W WTI)a groundwater <br /> monitoring network that includes ". . .one or more background monitoring wells and a sufficient <br /> number of designated monitoring wells downgradient of every treatment storage,and disposal unit <br /> that does or may release waste constituents to groundwater." (Order No. 115-2007-0036, Provision <br /> 1a;adopted May 4,2007). The CVRWQCB requires that the City of Tracy provide by <br /> November 1,2007 a work plan(Work Plan)for installation of these wells. This document is <br /> submitted to meet that requirement. As required, this work plan includes: <br /> • General Information <br /> • Drilling Details <br /> • Monitoring Well Design <br /> • Well Development Approach <br /> • Well Surveying <br /> • Schedule <br /> • Groundwater Sampling and Analysis Plan <br /> General Information <br /> This section includes the following information: <br /> • Site location information <br /> • Local geologic and hydrologic conditions <br /> • Facilities identified by the CVRWQCB for monitoring <br /> • Proposed monitoring well locations <br /> • Historical water quality information <br /> • Pertinent offsite information <br /> Site Location Information <br /> The Tracy W WTP is located on the north side of the City at 3900 Holly Drive(Figure 1). The <br /> facility consists of two main areas-the main treatment facility itself,located northeast of <br /> Larch Road and Holly Drive,and the holding ponds located northwest of Arbor Avenue <br /> and North MacArthur Drive. The W WTP is completing a major expansion to increase the <br /> treatment capacity from 9 to 16 million gallons per day(mgd). <br /> October 31,2007 1 <br />
