Although the San <br /> Joaquin County Environmental Health Department may not require a response to <br /> all conditions identified, Live Oak recommends that the client thoroughly consider <br /> all identified conditions and contact the San Joaquin County Environmental <br /> Health Department or our office for further guidance on any unresolved issues. <br /> 12.0 QUALIFICATIONS <br /> Abigail Racco received a bachelor's degree in chemistry from Columbia College <br /> in New York City. She has worked in the environmental field since 2002. Ms. <br /> Racco is listed as a Registered Environmental Property Assessor (REPA) <br /> through the National Registry of Environmental Professionals (NREP); she was a <br /> California Registered Environmental Assessor (REA) in good standing prior to <br /> the July 2012 closure of the California Department of Toxic Substances Control's <br /> REA program. She has received 40 hours training in Hazardous Waste <br /> Operations and Emergency Response. <br /> David Welch is a California Professional Engineering Geologist, Hydrogeologist, <br /> and Geophysicist. He received a bachelor's degree in geology from the <br /> University of the Pacific and a master's degree in geology from San Jose State <br /> University. He has worked in the engineering geology, environmental, and <br /> geophysical fields since 1990. In addition to environmental and geologic <br /> investigations, Mr. Welch's extensive work experience includes geophysical <br /> exploration for groundwater, oil, and gas. <br /> Ms. Racco and Mr. Welch founded Live Oak GeoEnvironmental, Inc. in 2009. <br /> LOGE 1822 11 <br />
