San Joaquin County Ordinance Code, Section <br /> 9-1115.3 requires a permit be approved by the EHD prior to drilling. A Notice to Abate citing this <br /> violation will be issued to the property owner and the C-57 licensed well driller indicated on the boring <br /> log. A permit application for these boring must be obtained by the C-57 licensed well driller, <br /> along with the permit fee plus penalty of$930, and must include a statement as to the method <br /> used to destroy the borings. <br /> • The percolation test was conducted without first obtaining a permit from the EHD and without an <br /> inspection by the EHD. San Joaquin County OWTS Standards, Section 3.8.3 requires a permit be <br /> obtained from the EHD and the percolation test be observed by the EHD. The description of the <br /> method used to conduct the percolation test in the report indicates the percolation test was not <br /> conducted per San Joaquin County OWTS Standards and Percolation Test Procedure guidance. <br /> Submit a permit application to conduct percolation testing in accordance with San Joaquin <br /> County OWTS Standards and guidelines and with inspection by EHD.
