INITIAL STUDY CONTINUED <br />PA-1900030 <br />Powell / Quartaroli & Associates <br />Project Description: A Use Permit application for the expansion of an existing crane rental <br />facility to include the construction of a 14,400 square foot equipment storage building with a <br />7,200 square foot overhang. The project is located on the east side of Comconex Road, 500 <br />feet north of State Route 120, east of Manteca. (Use Type: Equipment Sales and Repair — <br />Heavy Equipment Sales) <br />2. Earth <br />2. c. The project is subject to the Agricultural Mitigation Ordinance pursuant to Development Title <br />Section 9-1080.3(a), which states that the County shall require agricultural mitigation as a result of <br />General Plan Amendment or Zone Reclassification that changes the designation of land from <br />agricultural to non-agricultural use. This parcel is subject to this requirement as a result of General <br />Plan Amendment application PA-1200153 (GP) and Zone Reclassification application PA- <br />1200154 (ZR). Development Title section 9-1080.3(c) states "Agricultural mitigation shall be <br />satisfied by granting a farmland conservation easement or other farmland conservation <br />mechanism as set forth in Subsection (d) of this Section to or for the benefit of a Qualifying Entity. <br />The number of acres of agricultural mitigation land shall be at least equal to the number of acres <br />that will be changed to a nonagricultural use (a 1:1 ratio)." Pursuant to Development Title Section <br />9-1080.3(f), submission of the required legal instrument to provide agricultural mitigation land will <br />be required at the time of Grading Permit or Building Permit issuance for the underlying <br />development project. <br />3. Plant/Animal Life <br />a.&.b. The Natural Diversity Database does not list any rare, endangered, or threatened <br />species as potentially occurring in or near the project area. Referrals have been sent to the San <br />Joaquin Council of Governments (SJCOG) for review. If SJCOG determines that the applicant <br />may participate in the San Joaquin Multi-Species Habitat Conservation and Open Space Plan <br />(SJMSCP), and if the applicant chooses to participate, then the proposed project is consistent <br />with the SJMSCP, as amended, as reflected in the conditions of project approval for this proposal. <br />Pursuant to the Final EIR/EIS for San Joaquin County Multi-Species Habitat Conservation and <br />Open Space Plan (SJMSCP), dated November 15, 2000, and certified by SJCOG on December <br />7, 2000, implementation of the SJMSCP is expected to reduce impacts to biological resources <br />resulting from the proposed project to a level of less-than-significant. If the applicant chooses not <br />to participate, then the applicant will be required to participate in a similar mechanism that <br />provides the same level of mitigation. <br />Air & Climate <br />4. a. This project is an expansion of an existing crane rental facility to include the construction of a <br />14,400 square foot equipment storage building with a 7,200 square foot overhang. A referral has <br />been sent to the San Joaquin Air Pollution Control District for review. This project will be subject <br />to the District requirements regarding fugitive dust emissions and emissions standards for <br />hazardous air pollutants. With the rules and regulations of the San Joaquin Air Pollution Control <br />District, the impact to air quality will be less than significant. <br />8. Utilities and Public Services <br />8. a. The project site is served by County Service Area 30 (CSA 30) for water service and storm <br />drain service.
