The SSNL does not provide sufficient
information to indicate the area is suitable for the OWTS usage for the proposed project, pursuant to
San Joaquin County Ordinance Code Title 9, Section 9-1105.2(d), as noted below.
• The percolation testing referenced in the SSNL Study was conducted in 2012 for an area located on
the adjacent parcel for the elementary school. Percolation testing must be conducted in the area to be
used for the proposed OWTS dispersal field for this specific project. Please conduct percolation
testing under EHD permit and inspection for the areas to be used for the proposed OWTS
dispersal field.
• The report provides an assumption as to the number of persons that will utilize the Age Complex per
day with no source for this information. The maximum number of persons to utilize the Ag Complex
per day needs is critical for a representative nitrate loading evaluation and to accurately size and
locate the OWTS. Please provide an accurate representation of the maximum number of
persons expected to utilize the Ag Complex per day.
• The nitrate loading study assumed 50 persons per day for nitrate contribution over the 16.95 acre site.
However, the 16.95 acre site also receives wastewater dispersal and nitrate contribution from existing
classroom buildings and a fire station. In addition, the animals to be housed at the Ag Complex will
also contribute nitrate to ground. The nitrate loading study is a cumulative study and the volume of
wastewater and nitrate contribution from all sources must be considered. Should the total wastewater
volume generated for the parcel exceed 10,000 gallons, approval from the Central Valley Regional
Water Quality Control Board must be obtained. Please provide a nitrate loading evaluation using
the cumulative wastewater volume and nitrate contribution from all sources for the parcel.
1868 E.
