1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> 1.1 Description of site: The project consists of 4 parcels and shown as 5 parcels on the Assessor's map. <br /> The subject Assessor's Parcel Numbers are 013-090-27, 013-090-28, 013-090-29, 013-090-30, 013-090- <br /> 31. The project is in an agricultural area. The site contains one residence. The parcel is zoned AG-40. <br /> 1.2 Description of Proposed Development: It is proposed to split 4 existing parcels into three 2 acre <br /> parcels, one 48.6 acre parcel, one 50 acre parcel and one 50.8 acre parcel. One of the parcels will be a <br /> "Homesite Parcel." In accordance with the San Joaquin County Development Title,this Surface and <br /> Subsurface Contamination Report(SSCR) is being submitted for approval. This report will investigate <br /> the property for visual or historical environmental contamination based on field observation, interviews <br /> with the owner, and County records. (This SSCR includes no chemical analysis). <br /> 1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br /> 1.4 Site Map: (See Appendix for Tentative Map). <br /> 2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE: <br /> 2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of information of <br /> the historic use of this property is testimony from the owner, Jeff Thompson. Mr. Thompson was <br /> interviewed in April 17, 2019. The owner has owned the parcel for more than 10 years. The land use <br /> has not changed significantly under his tenure. Historically the parcels have been farmed. <br /> Presently the property has one residence. The surrounding area is vineyards. There are chemicals used <br /> on this property. Please refer to Restricted Materials Permit: 39-18-3904545 for a list of pesticides used. <br /> This permit is attached with this report. <br /> 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTAMINATION: <br /> 3.1 Methods used to research: Methods used to research this parcel were records researched at the <br /> San Joaquin County Agriculture Commissioners office in May, 2019 (see appendix for results). An <br /> onsite survey was performed on April 17, 2019 by Cecil Dillon of Dillon & Murphy. The San Joaquin <br /> County Environmental Health Department's underground storage tank mitigation database list did not <br /> yield any concerns. <br /> 3.2 Description of all past on-site potential and/or known above and below ground sources of <br /> contamination identified at the project site: Past on-site potentials for contaminations are low. The <br /> property has been a residence and farm land for many years. Historically there have been no <br /> underground storage tanks. The owner has no knowledge of improper above ground storage of <br /> chemicals on the subject parcel. On the day of the site visit, there were no fuel tanks or trailers <br /> observed. <br /> 1 <br />
