SAN JOAQUIN <br />COUNTY , <br />Greatness grows here. <br />":6,PsCali rlY <br />r <br />August 19, 2019 <br />Environmental Health Department <br />Linda Turkatte, REHS, Director <br />Kasey Foley, REHS, Assistant Director <br />PROGRAM COORDINATORS <br />Robert McClellon, REHS <br />Jeff Carruesco, REHS, RDI <br />Willy Ng, REHS <br />Muniappa Naidu, REHS <br />Michael Kith, REHS <br />COPY <br />Abby Racco <br />Live Oak GeoEnvironmental <br />407 West Oak Street <br />Lodi CA 95240 <br />RE: Soil Suitability/Nitrate Loading Study <br />21600 N Kennefick Road, Acampo <br />APN 017-150-36, SR0080950 <br />The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br />Loading (SSNL) Study, dated July 23, 2019 and submitted on July 26, 2019 for the above noted location and <br />has the following comments for your consideration. <br />The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment <br />system (OVVTS) usage and the potential impact of nitrate to groundwater for an existing 3-bedroom house <br />and a proposed 3-bedroom second unit dwelling on 2.58 acres. <br />Based on the information provided, the EHD finds that the SSNL Study supports the suitability for standard <br />OVVTS usage for this parcel for the proposed home, pursuant to San Joaquin County Ordinance Code Title <br />9, Section 9-1105.2(d), provided the proposed OVVTS and 100% replacement areas can meet all required <br />minimum setbacks from any water wells. <br />The data indicates the well being utilized for drinking water has an elevated level of Dibromochloropropane <br />(DBCP) of 0.86ug/L and may not be a suitable source for the potable water supply for new development. A <br />potable water supply that can provide a consistent source of safe and clean water adequate for human <br />consumption, cooking, and sanitary purposes for the proposed new home needs to be established prior to <br />the issuance of building permits (2016 CA Plumbing Code, Section 601.2). <br />The provision of a reliable potable water source and documentation that the parcel can accommodate the <br />OVVTS and 100% replacement area for both homes within the required setbacks from any water well must be <br />submitted prior to the issuance of a building permit. The site map for the building permit for the second unit <br />dwelling must be drawn to scale and must show the location of all buildings, driveways, OVVTS, the OVVTS <br />replacement areas and any water wells within 200 feet of the proposed OVVTS and replacement areas.
