Oak St <br /> Lodi, CA 95240 <br /> RE: Nitrate Loading Study <br /> 13950 N Thornton Road, Lodi <br /> APN 05514023/05514022, Service Request SR0080159 <br /> The San Joaquin County Environmental Health Department (EHD) has received the Nitrate Loading (NL) <br /> Study, dated February 1, 2019 for the above noted location and has the following comments for your <br /> consideration. <br /> The NL Study was prepared to estimate the potential for nitrate impact to groundwater from the use of a farm <br /> services headquarters, medium winery with tasting room and commercial kitchen, and an olive mill on 10.31 <br /> acres to be built in three phases over a five year period, as proposed and approved in PA-1300159. <br /> The Conditions of Approval (COA) for PA-1300159 include several requirements to address potable water <br /> supply and the usage of onsite wastewater treatment systems (OWTS) for the proposed project. These <br /> conditions and the current status are provided below. <br /> • COA 3.a — A soil suitability/nitrate loading study is required to be submitted to the EHD and <br /> approved prior to the issuance of a building permit. This submittal only presented information on <br /> the potential nitrate impact from the development project, and did not include the information relating <br /> to the suitability of the area for OWTS usage. The soil suitability information still needs to be submitted <br /> for review. This condition has not been satisfied. <br /> • COA 3.b — The existing private water wells are required to be sampled for <br /> Dibromochloropropane and nitrates with the results submitted to the EHD prior to the issuance <br /> of a building permit. These samples are required to be obtained and analyzed by a State-approved <br /> laboratory. The NL Study indicates a sample was obtained from the well but the results were pending <br /> and not included in the submittal. This condition has not been satisfied. <br /> • COA 3.e — Revised site plans indicating the maximum number of persons the OWTS is being <br /> designed for, the location of the OWTS (per actual usage design), including barricading of the <br /> disposal area, and the location of the 100% designated OWTS replacement area must be <br /> submitted to the EHD prior to the issuance of a building permit. This condition has not been <br /> satisfied. <br /> In addition to the COA noted above, there are additional COA not related to the potable water supply or the <br /> usage of OWTS that have not yet been satisfied for PA-1300159. <br /> 1868 E.
