Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: April and May 2010 Draft Five-Year Review Recommendations, Caseworker <br /> Mike Infurna's Sites <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> draft annual review five-year review update letter for various sites referenced below and <br /> comments as follows below. <br /> 7647 Pacific Avenue, Stockton, CA; Claim Number 2156: You have recommended the EHD <br /> to direct the responsible party (RP) to perform a human health risk assessment (HHRA), which <br /> the EHD will direct. Recently, the EHD has directed conducting a groundwater monitoring event, <br /> reinitiating remediation, and submitting all required reports to GeoTracker. <br /> 1403 Country Club Boulevard, Stockton, CA; Claim Number 2413: You concurred with <br /> continued active remediation, with which the EHD agrees. The EHD is in the process of issuing <br /> a letter directing additional lateral investigation of elevated tert-butyl alcohol (TBA) encountered <br /> in monitoring well MW-11 to complete the site characterization. <br /> 1245 W. Charter Way, Stockton, CA; Claim Number 12607: Your recommendation was for <br /> the EHD to direct the RP, with enforcement action if necessary, to implement the approved <br /> remediation technology without delay; as the RP has decided not to demolish a building, the <br /> consultant is preparing a modified remedial action plan (RAP) for partial excavation of impacted <br /> soil that will be submitted to the EHD by late June. <br /> 800 E. Main Street, Stockton, CA; Claim Number 12540: Your recommendation was for the <br /> EHD to direct the RP to assess alternative remedial options to groundwater extraction (GWE) <br /> and implement active remediation to achieve water quality objectives (WQOs) in a timely <br /> manner. The EHD has recently issued a comment letter regarding the pilot test results. No <br /> specific problem was identified to explain the difficulty with keeping the pumps in operation, <br /> which leads the EHD to suspect a test design flaw contributed to the issue and the very limited <br /> data presented on the occurrence of tetrachloroethylene (PCE) and trichloroethylene (TCE) <br /> does not demonstrate that the plume of chlorinated hydrocarbons originated either onsite or <br /> offsite.
