Main St. CUF#: 12540 <br /> Stockton, CA 95202 Global ID#:T607700430 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Work Plan for Ground Water <br /> Extraction Pilot Test dated March 13, 2009. submitted by Upgradient Environmental Consultants and offers the <br /> following comments. <br /> Submission of the work plan was agreed to at the meeting held on February 6, 2009 regarding the status of the site's <br /> approved remedial pilot test for ground water extraction that has not yet been enacted. It was agreed at the meeting <br /> that a revision to :the Pilot Test work plan would be submitted to the EHD which would consist of testing the <br /> effectiveness of the existing wells onsite for ground water extraction instead of installing the larger extraction wells as <br /> originally proposed in the plan. <br /> The addendum proposed installing a down-hole pump into existing monitoring well VM-2 and conducting a stepped <br /> pumping rate test to establish an effective and constant rate for continuous ground water extraction. The extracted <br /> water is to be processed through three 55-gallon carbon canisters and stored on site pending City approval for <br /> discharge to the sewer system. <br /> It was noted in the addendum that after the City discharge permit has been approved, ground water extraction will <br /> resume at the constant rate established by the pilot test and additional samples are to be collected at 2,000 to 3,000 <br /> gallon intervals and analyzed for total petroleum hydrocarbons as gasoline (TPHG) and benzene, toluene, <br /> ethylbenzene, and xylenes(BTEX) by EPA Method 8260. :Pumping is to continue for approximately three weeks and <br /> a report of findings is to be submitted to the EHD. <br /> The addendum is approved with the following conditions; <br /> 1. Include laboratory analyzes for the fuel oxygenates and lead scavengers for the ground water samples; <br /> 2. The report of findings for the pilot test is to include a discussion and'evaluation of ground water extraction as <br /> a cost-effective and feasible remedial alternative for cleaning up this site or propose an alternative remedial <br /> action. <br /> 3.
