San Joaquin Valley DEC - 6 200, <br /> Air Pollution Control District <br /> Leanne Mueller November 29, 2001 <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SA-01-30 ELECTRICAL CONTRACTING BUSINESS <br /> Dear Ms Mueller: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. However, the construction phase of this <br /> project can generate emissions from the movement of soil, use of heavy equipment, <br /> bulk materials handling, asphalt paving and other related activities. As a result, this <br /> project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VIII. The Synopsis is not meant to be all- <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> Additionally, if the project site contains any buildings needing demolition or renovation <br /> the applicant will need to be in compliance with the National Emission Standards for <br /> Hazardous Air pollutants (NESHAPS). Specifically, the primary air pollutant of concern <br /> is asbestos. To ascertain whether this project is subject to NESHAPS, the project <br /> applicant is advised to review the enclosed Asbestos — Compliance Assistance Bulletin, <br /> dated December 1994.
