Am pm 83333 550 W Valpico Rd, Tracy October 28, 2015 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 103 HSC 25292.2 Current financial responsibility documents not submitted. <br /> Financial responsibility documents submitted to the California Environmental Reporting System (CERS)were not <br /> legible. Current financial responsibility documents are required to be submitted annually. Immediately log into CERS <br /> at http://cers.calepa.ca.gov/, and upload the required documents. <br /> This is a repeat violation, Class II. <br /> 104 CCR 2711 UST Operating Permit Application for Facility and Tank information not submitted or current. <br /> UST Tank Information forms for the regular unleaded (87), premium unleaded (91) and diesel underground storage <br /> tanks (USTs) are not current in CERS. The"Fill Component Installed" information for the 87 UST tank indicates that <br /> there is"no" striker plate/bottom protector-, this should be corrected to "yes". Also, all three UST forms state that <br /> there is no corrosion protection when all three tanks have"isolation" corrosion protection. Any change of <br /> information must be updated in CERS within 30 days of the changes. Immediately log into CERS, update the <br /> required information, and submit for review by the EHD. <br /> This is a repeat violation, Class II. <br /> 106 CCR 2632 Monitoring and response plans not current or approved by the EHD. <br /> The monitoring plan is not current and/or not approved by the EHD. The Piping Secondary Containment for all three <br /> underground storage tanks (87, 91 and diesel) should be"vacuum" not"liquid". The monitoring plan must be <br /> uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the <br /> necessary changes, and submit for review by the EHD. <br /> This is a repeat violation, Class II. <br /> 125 CCR 2712(f) Failed to submit a written response within 30 days of receiving an inspection report. <br /> An inspection was last completed on October 30, 2014, and an inspection report was issued identifying information to <br /> be submitted to bring this site into compliance. As noted on the inspection report, less than one cup of liquid was <br /> found in the diesel fill sump indicating a leak in the secondary containment. A brine fill port was noted in the <br /> immediate vicinity of the observed liquid. The observed liquid was removed by the technician onsite at the time of the <br /> inspection. No follow up was provided to the EHD concerning the leak even though the information addressing the <br /> leak was required to be submitted to the EHD by December 3, 2014. This information has not been received <br /> resulting in a non-compliant status for this facility. An operator that receives an inspection report shall have 30 days <br /> to submit a written response that includes a statement documenting corrective actions taken or proposing corrective <br /> actions which will be taken.
