7.6.2.7. Monitor the tank, excavation area and point where vapors are being exhausted to <br /> ensure that potentially flammable vapors are not in the path of an ignition source. <br /> 7.6.2.8. Before and during tank entry, test the tank atmosphere. Refer to Section 7.8, <br /> "Before Tank Entry." <br /> WARN I MG <br /> Do not reenter a vapor-free tank(for example, after break periods and lunch, the <br /> next day, or after the venturi has been shut off, etc.) without retesting the <br /> atmosphere in the tank. Flammable vapors can regenerate very rapidly. Failure to <br /> follow this warning could result in death or serious injury. <br /> 7.7. Emergency-Rescue Equipment Set Up Before Tank Entry <br /> 7.7.1. General <br /> 7.7.1.1. Inspect all parts of the retrieval system (harness, tripod, retrieval line, winch <br /> system) to make sure they are functioning properly. <br /> Note: The tripod must be designed specifically for rescues and permit-required <br /> confined space situations and have a workload rating capable of lifting all <br /> authorized entrants. The tripod must have an integral winch system. <br /> 7.7.1.2. Place the tripod directly over the access opening (manway). <br /> 7.7.1.3. If the tripod cannot be set up properly due to tank or ground configuration, a <br /> trained and properly equipped rescue service may be used to supply emergency rescue. <br /> Contact the plant manager for further information if this is the case. <br /> 7.7.2. Authorized tank entrant(s) <br /> 7.7.2.1. Put on a full-body safety harness and attach one end of the retrieval line to the "D- <br /> ring" on the back of the safety harness. Attach the other end of the line to the tripod. Once <br /> inside the tank, you must be tethered to the tripod at all times if you are the only authorized <br /> tank entrant. If there is more than one authorized tank entrant, all authorized tank entrants <br /> must wear a full-body harness equipped with a retrieval line, which is attached to either a <br /> tripod or a fixed point outside the permit-required confined space so that rescue can begin <br /> as soon as the rescuer (attendant) becomes aware that rescue is necessary. Never attach <br /> the free end of the retrieval line to a vehicle. <br /> Note: In some cases, wearing a retrieval line may be an impractical method for <br /> rescue due to tank obstructions or internal tank configuration. If this is the case, an <br /> alternative means of tank rescue must be determined by the site supervisor. One <br /> option would be to contract with a trained and properly equipped rescue service.
