MS4 Permittees have their own development <br /> standards, also known as Low Impact Development (LID)/post-construction standards that <br /> include a hydromodification component. The Phase II MS4 provides coverage for small municipalities, including non-traditional Small <br /> MS4s,which include military bases, public campuses,prisons and hospitals. <br />
