The Shell Station had a release of petroleum
hydrocarbons associated with tanks and piping that have been upgraded. The petroleum
hydrocarbons that were released migrated through the subsurface to the groundwater
beneath the site. There is both soil and groundwater contamination associated with the
former tank system with contamination boundaries that are not yet known.
In order to determine the boundaries of the contamination, Shell Oil Company is required to
investigate off site. PHS/EHD requires that Shell Oil obtain written permission from off site
property owners, prior to issuance of drilling permits for off site field work.
You may have received information from Enviros which is a consulting company working
for Shell Oil about granting access to your property for the purpose of performing the
required investigation. PHS/EHD hopes that you grant access to Shell Oil so that the
contamination which may have migrated beneath your property is characterized and
considered by Shell Oil when developing remediation plans. Should Shell Oil be unable to
characterize and remediate off site contamination, it becomes the responsibility of the
property owner. Shell Oil generally makes efforts to work cooperatively with affected
property owners and any questions or concerns which you may have can be directed
directly to the Shell engineer working on this site: Jeff Granberry (510) 675-6168 or his
consultant at Enviros: Diane Lundquist (707) 935-4850.
If I can answer any questions, please feel free to contact me at (209) 468-0337.
Donna Heran, RENS, Director
Environmental Health Division
/V rVl" w-k 41
Mary Meays, Senior REHS Margarefrgorio, REHS
Site Mitigation Unit Supervisor
MM/702PORTE
cc: Elizabeth Thayer, CVRWOCB 3443 Routier Road Ste A Sacramento CA 95827
cc: Jeff Granberry, Shell Oil, PO Box 4023 Concord CA 94524
A Division of San Joaquin County Health Care Services
