PHS/EHD has the following comments for your consideration.
As PHS/EHD indicated in correspondence dated May 9, 1996, that the three existing monitoring
wells were constructed similarly with screened intervals between 45' - 65' below ground surface
(bgs) and that it was anticipated that the wells were screened below first water. The results of the
May 1996 sampling event indicated that screens are below first water in all monitoring wells.
Vapor extraction well, VE2, is screened between 25' and 45' bgs; therefore, representative
groundwater samples may be collected from it. Please include monitoring and sampling of VE2
during the third quarter monitoring event. An evaluation of the monitoring capabilities of the site
must be included in the third quarterly report.
PHS/EHD further requested submittal of the Blaine Tech field notes from the February 28, 1996
sampling. PHS/EHD has not received these notes nor the field notes from the May 16, 1996
sampling event. As you are aware, PHS/EHD makes periodic inspections of sampling events, but
cannot provide inspections of each sampling event. Therefore, PHS/EHD reviews the sample field
data sheets that are included with the quarterly reports. PHS/EHD also requests that the depth to
water measurement be collected prior to sampling, following the completion of purging activities, to
verify that the wells have sufficiently recharged. Field notes must be submitted with each quarterly
report. Please submit field notes for the February 28 and May 16, 1996 sampling events.
PHS/EHD had a number of comments included in the May 9, 1996 correspondence regarding the
work plan dated May 1, 1996. Please submit an addendum addressing PHS/EHD's comments.
If you have any questions or comments, please do not hesitate to contact me at (209) 468-0337.
Donna Heran, RENS, Director
Environmental Health Division
4 3
Mary Meays, Senior REHS Margaret agorio, REH
Site Mitigation Unit Lead Senior
MM/6131 PAC
cc: Elizabeth Thayer, CVRWQCB
cc: Diane Lundquist, Enviros
A Division of San Joaquin County Health Care Services
