PHS/EHD has the following comments for your consideration. <br /> The work plan proposed to continue the groundwater and soil investigation with a scope <br /> of work which includes the drilling and sampling of three boreholes which are advanced <br /> to groundwater using a GeoProbe. The work plan indicated that selected soil samples <br /> would undergo laboratory analysis, in addition to groundwater samples collected from the <br /> boreholes. Please be informed that PHS/EHD should be notified which soil samples are <br /> proposed for analysis, so that adequate soil samples will undergo analysis to characterize <br /> the subsurface. The work plan did not specify how the boreholes will be destroyed. Please <br /> be informed that the boreholes should be destroyed by grouting through a tremmie pipe. <br /> The destruction methodology must be submitted prior to final PHS/EHD approval. <br /> As PHS/EHD has indicated previously, additional monitoring wells will be necessary to <br /> define the boundaries of groundwater contamination. PHS/EHD is in receipt of a copy of <br /> the correspondence from Ron Slate which stated that access to the property to the south was <br /> denied. As you are aware if access is denied, your ability is hampered to remediate the full <br /> extent of contamination associated with the documented unauthorized release from former <br /> underground storage tanks. If access continues to be denied and remediation of soil and <br /> groundwater contamination is completed based on available information, site closure will <br /> be granted. <br /> In addition to the three borings which are proposed, a boring should be placed immediately <br /> to the south of MW3, to investigate the boundary of contamination within the property <br /> which Shell has access to investigate and remediate. Also, please note that Figure 2 <br /> included a symbol likely related to a proposed monitoring well. Since, access to install this <br /> monitoring well on the neighboring Slate property has been denied, the figure should be <br /> modified to exclude this symbol and to designate the area which PHS/EHD requests to be <br /> investigated at the border to the Slate property. <br /> A Division of San Joaquin County Health Care Services <br />
