Variance application is approved, the applicant must apply for the applicable building <br /> permits to construct the new Public Health Services facility. <br /> San Joaquin Council of Governments <br /> San Joaquin Council of Governments has determined that the underlying project is subject to the <br /> San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP). <br /> Participation in the SJMSCP satisfies requirements of both the State and Federal Endangered <br /> Species Acts. Although the proposed new Public Health Services facility project is exempt from <br /> CEQA as discussed above, SJMSCP participation will be required prior to issuance of building <br /> permits.
