PHS/EHD and the Central Valley Regional Water Quality Control Board
(CVRWQCB) will consider sites for conditional closure with minor soil contamination.
Enclosed you will find an "Addendum to Appendix A' dated October 7, 1993 which outlines
the information necessary for closure evaluation.
Regarding the request for recommendations for the location of soil boring, PHS/EHD has
indicated in correspondence dated November 12, 1993 that at minimum two additional soil
borings would be necessary to provide the vertical and horizontal extent of residual
contamination. The issue of residual soil contamination arose as a result of contamination
which was documented during the installation of MW2 and MW3. The work plan which is
to be submitted should include a rational for the proposed locations of these soil borings
incorporating the results from the tank removals, the excavation and the monitoring well
installations.
Quarterly Monitoring
The last quarterly monitoring report which PHS/EHD received was dated April 1993 and
included the results of March 1993 groundwater sampling. PHS/EHD has information which
indicates that for two quarters groundwater has not been impacted by petroleum
hydrocarbon contaminants. Please submit the quarterly monitoring report which includes
the most recent groundwater sampling event which occurred in September 1993. If the
September 1993 results are non-detect, an additional sampling event will be necessary to
confirm that groundwater is no longer contaminated.
A Division of San Joaquin Counry Health Fare Services
