CENTRAL VALLEY REGIONAL BOARD REQUESTS <br /> FOR SITE CLOSURE <br /> F <br /> (ADDENDUM TO APPENDIX A)'`gl' <br /> F i! <br /> The Central Valley Underground Tank Program (Program) is implemented to <br /> achieve the objectives of State policies, regulations, and procedures adopted by the <br /> State Water Resources Control Board and Region Five's'IBasiA Plan. To provide <br /> consistency in the Program, Appendix A to Tri-Regional 1 Board Staff <br /> Recommendations for Preliminary Investigation and E:valuaiion of Underground <br /> Tank Sites was developed in 1981 by the Central Valley] Regional Board staff and is <br /> revised periodically to accommodate statutory, regulation and policy changes. <br /> Appendix A prescribes minimum report contents which'#are too be submitted for <br /> review and approval. Appendix A streamlines the process four investigation and <br /> cleanup of sites to assure the discharger that the remediation 'system proposed is <br /> appropriate for the site subsurface conditions. Compliance with Regional Board's <br /> Appendix A is necessary before a request for closure may be submitted. <br /> I Central Valley Board staff recognize that total cleanup of a site, although generally <br /> Y <br /> possible, is not always feasible or warranted ("site" includes on- and/ or off-site <br /> problems resulting from the release of underground tank contents). Therefore, <br /> closure of a site may be unconditional if the site has been reniediated successfully, or <br />` with conditions that "no further action is required at this time" when total cleanup <br /> can not be achieved. If complete remediation of the site has been achieved, the <br /> discharger can be provided with certification of that site;status. To determine that a <br /> no further action at this time closure of a site is warranted `and that some soil or <br /> ground water contaminants will remain, the discharger','must` submit a single report <br /> for Regional Board review. The report must discuss the site history, existing <br /> conditions, and rationale why the site may be closed with contamination remaining. <br /> The minimum information required is to be included fit the'`report includes the <br /> following: ! <br /> 1. Distance toroduction wells for municipal, domestic, agriculture, <br /> P P � <br /> industry and other uses within 2000 feet of the site, <br /> 2 Site maps, to scale, of area impacted showing;locations of former <br /> and existing tank systems, elevation contours; gradients, and <br /> nearbysurface waters, buildings, streets, and subsurface utilities, <br /> � <br /> 3. High and low ground water levels (below ground surface), <br /> 4. Tabulated results of all sampling and analyses; <br /> 5. Concentration contours of contaminants found and those <br /> remaining in soil and ground water, both on and off site, <br /> r 5. Mass balance calculation of the substance treated versus that <br /> ly <br />
