PHS/EHD has the following comments for your consideration.
The report included the results of the March 18, 1993 groundwater sampling event which
indicated that petroleum hydrocarbon contaminants were not detected during laboratory
analysis. Petroleum hydrocarbon contaminants also were not detected in groundwater
samples collected on December 15, 1992 and December 18, 1992. However, petroleum
hydrocarbon contaminants were detected in groundwater samples collected on June 9, 1992,
July 1, 1992 and September 10, 1992.
PHS/EHD does not concur with the recommendation that no further action is warranted.
Residual soil contamination detected during the installation of MW2 and MW3, up to 33
ppb benzene, continues to pose a threat to groundwater. Furthermore, the report did not
estimate the volume of residual contaminated soil.
Since groundwater contamination has been evidenced and soil contamination remains in
place, it will be necessary to monitor the site for an additional two quarters. Additionally,
it will be necessary to determine the volume of contaminated soil and propose alternatives
to remediate the residual contamination. PHS/EHD has requested on numerous occasions,
August 27, 1992, September 29, 1992 and November 3, 1992 that seep water disposal
documentation be submitted. To date, PHS/EHD has not received this documentation,
please submit within the next quarterly report.
The next quarterly monitoring event should be scheduled immediately. Please submit the
requested information within the resultant quarterly report due August 16, 1993.
A Division of San Joaquin County Health Care Services
