JWHFWHF Environmental Consultants, Inc. <br /> Post Office Box 6729 <br /> R EC;E I V En Modesto, CA 95355-6729 <br /> MAY 13 N3 (209) 579-8138 <br /> ENVIRONME04 HEALTH <br /> PERMIT)SERVICE3 <br /> Mary Meays <br /> San Joaquin County Environmental Health Dept <br /> P O Box 2009 <br /> Stockton, California 95202 May 10, 1993 <br /> Union Ice Company 1320 Weber Street Stockton Soil Remediation <br /> Dear Mary, <br /> This letter and the attached site map constitutes our plan to aerate soils at the Uruon Ice <br /> Plant at 1320 Weber Street As you know we have excavated approximately 6000 cubic <br /> yards of soil from the former fuel tank area at the site Those soils are stockpiled on the <br /> site to the East of the excavated area. <br /> You are also aware that the backfill material used to re-fill the excavation was taken from <br /> the area East of the cold storage building We are in the process of leveling that area and <br /> we will then spread the excavated material in the excavated backfill area Once we have <br /> spread the soil we will have to go in and remove the debris that is nixed with the <br /> excavated soils by hand <br /> When this is done we will be aerating the soil with a disc, or with a rotothller attachment <br /> on a tractor The soil contamination levels are well below the 50 ppm linut that the air <br /> resources board plces as the level requiring a permit to aerate We have enclosed copies of <br /> the analytical data for your perusal <br /> We have asked the air resources people at your request to send you a letter of call you to <br /> let you know that they have no permit requirements for this project <br /> Samples will be taken from each lift of soils that are aerated and we are asking that we be <br /> required to take samples at the rate of one sample per 50 cubic yards of soil aerated, <br /> rather than your normal requirement of one sample per 25 cubic yards. We will be <br /> sampling for TPF gasoline and diesel/kerosene as well asthe 601 compounds using mthe <br /> appropriate luft or EPA methods Please let us know if you require any additional <br /> information <br /> We will be starting the spreading process on Monday May 17,1993 unless you have an <br /> objection to that date Thank you for your interest in the project <br /> Steve Furnas <br /> -'R. 7.4.M <br /> WHF Environmental Consultants Inc <br />
