June 1996 -9- 953-7001002
5 Residual petroleum hydrocarbons in soil at the site are not likely to adversely impact
water quality or human health
' Fifty-four confirmation sidewall and base samples were collected during remediation
(excavation of TPH-impacted soil) Of these, six samples contained low levels of
petroleum hydrocarbons and are fudged to be representative of some residual
petroleum hydrocarbons that remain in soil near or below the depth to shallow
groundwater Because of the low concentrations of the residual hydrocarbons and
their limited extent as demonstrated by the detection of petroleum hydrocarbons in
only six of fifty-four samples (areas where two confirmation samples containing
petroleum hydrocarbons were collected were later excavated) as well as the absence of
any clear impact to shallow groundwater,it is unlikely that the residual petroleum
hydrocarbons pose a future threat to groundwater quality, the environment, or human
health
On the basis of our review of the referenced reports we recommend that no further action is
warranted with regard to the former underground fuel storage tanks and that the SJCHD
close the case After case closure is received the remaining groundwater monitoring wells at
the site will be abandoned in accordance with the requirements of the Central Valley
Regional Water Quality Control Board and the SJCHD
9537601 a01(7/3M) Golder Associates
