February 1996 T - 7- 953-7001002
4. SUMMARY AND CONCLUSIONS
On the basis of reports reviewed and referenced in this report we conclude that
' • The source(s)of petroleum hydrocarbons at the Union Ice facility at 1320 Weber
Avenue was(were) removed when four underground fuel storage tanks were
removed in 1988 Additional TPH-contai ung soil was removed by excavation of
over 4000 cubic yards of soil The excavated soil was treated onsite, confirmation
samples were collected and the soil was replaced in the excavations
• The extent of petroleum hydrocarbons in soil and groundwater was defined by a
combination of soil borings, monitoring well installations and excavation soil
samples
• Petroleum hydrocarbons reported in soil samples at depths of approximately 7 to
15 feet below ground surface were removed by excavation of over 4,000 cubic
yards of petroleum containing soil
• Petroleum hydrocarbons have been only intermittently detected in groundwater
samples collected over a five year period TPHg and BTEX were not detected in
the most recent sampling event When petroleum hydrocarbons were detected
' concentrations were generally near or below maximum contaminant levels
(MCLS) for drinking water The groundwater at the site is not used nor will it
likely be suitable for use as a drinking water source and therefore the comparison
with MCLs is merely to provide an indication of the low magnitude of the
concentrations that have been detected in groundwater samples at the site
' • Low concentrations of petroleum hydrocarbons were reported in only eight of
fifty-four confirmation sidewall and base samples collected during remediation
The number of samples with reported petroleum hydrocarbons and their
concentrations are insignificant and unlikely to pose a future threat to
groundwater quality and or human health
' On the basis of our review of the referenced reports we recommend that no further action is
warranted with regard to the former underground fuel storage tanks and that the SJCHD
close the case After case closure is received the remaining groundwater monitoring wells at
' the site will be abandoned in accordance with the requirements of the Central Valley
Regional Water Quality Control Board and the SJCHD
1
9537001 R01 (3/1/96) Golder Associates
