PHS/EHD has <br /> prepared the following comments for your consideration. s't <br /> The Final Remediation Plan described the proposed remedial alternatives for soil and groundwater <br /> contamination which resulted from former leaking underground storage tanks located near the buildings with <br /> addresses: 1325 West Weber and 1515 West Weber. The proposed soil remedial alternative included <br /> i P P <br /> excavation and treatment by soil aeration. The treated soil would then be! pread on site in an unpaved area. <br /> The proposed groundwater remedial alternative included groundwater extraction and treatment by aeration <br /> followed by discharged to the City of Stockton sanitary sewer. ' <br /> { <br /> Pursuant to the California Code of Regulations,Chapter 16,Article111 Section 2428,PHS/EHD has initiated <br /> the public participation process for the above mentioned site. 11�The public comment period began on <br /> September 20, 1993 and will end September.27, 1993. A copy of the Notice of Findings is enclosed for your <br /> information. 3� <br /> PHS/EHD concurs that excavation and aeration are effective methods for`remediation of contaminated soil. <br /> The horizontal dimensions of the excavations that have been proposed for 1325 Weber are 40'x 70'and for <br /> 1515 Weber are 20'x 20'. Confirmatory soil samples were proposed to be collected at 20' intervals from the <br /> sidewalls and bottoms of the excavations. The samples will then'be analyzed by a Department of Health <br /> Services certified mobile laboratory. Please be informed that PHS/EHD inspection of sampling events is an <br /> integral aspect of local regulatory oversight. The plan indicated that hand augering into the sidewall beneath <br /> the building would be attempted to assess the extent of contamination;which would not be removed by <br /> excavation. Please be informed that should this attempt fail or. prove unsafe, according to Cal OSHA <br /> guidelines,additional characterization will be requested. Furthermore,residual soil contamination may require <br /> additional investigation and/or remediation after the completion of the excavation attempt. <br /> The plan also proposed groundwater remediation which initially included groundwater extraction followed <br /> by containment and aeration prior to disposal to the sanitary sewer.The plan indicated that should extraction <br /> of 4,000 gallons from MW1A in the area of 1325 Weber and 4,000}gallon'from MW4 and MW5 in the area <br /> of 1515 Weber, not completely remediate the groundwater,as evidenced by subsequent quarterly monitoring <br /> events, that bioremediation would be instituted. Please be informed that a Waste Discharge Permit and <br /> approval from the Central Valley Regional Water Quality Control Board (CVRWQCB) would be required <br /> prior to initiating in-situ biological treatment of contaminated groundwater. <br /> A Division of San Joaquin County Health Care Services <br /> I �. <br />
