PHS/EHD has prepared the following comments <br /> for your consideration. <br /> } <br /> The Preliminary Assessment Report (PAR)included the results of'the recent,April 1993,investigation in the <br /> area of former tank #2, which included the drilling of five soil borings, one of which was converted into a i <br /> monitoring well,MW5. The extent of soil and groundwater contamination to the north and east of the former <br /> tank#2 area has been defined. The extent of soil and groundwater contamination to the west of the former <br /> tank#2 area and beneath the building remains unknown. The extent of soil and groundwater contamination <br /> in the area of the former tank #1 had previously been defined,with the'exception of beneath the building. <br /> . 't <br /> The PAR evaluated soil and groundwater remedial alternatives. �The soil remedial alternatives evaluated <br /> included: excavation with either on site ex-situ soil aeration, off site soil treatment or landfilling; soil <br /> venting/vapor extraction;bioremediation; chemical neutralization; and no;action. The groundwater remedial <br /> alternatives evaluated included: physical containment; groundwater extraction and treatment; biotreatment, <br /> chemical oxidation; chemical neutralization; and no action. The preferred soil remedial alternative is <br /> excavation and on site aeration. The preferred groundwater remedial alternative is extraction during <br /> excavation with treatment and discharge to the sanitary sewer. <br /> PHS/EHD concurs that soil excavation and treatment is an effective soil remediation method. Residual soil <br /> contamination remaining at the completion of the re-excavation attempt may require additional remediation. <br /> Please contact the San Joaquin Unified Air Pollution Control District foc information to obtain an aeration <br /> permit. Since the site is located within the City of Stockton boundaries, it will be necessary to secure a <br /> grading permit from the City of Stockton Building Division. <br /> PHS/EHD concurs that groundwater extraction during re-excavation is an effective groundwater remedial k <br /> action. Groundwater contamination remaining at the completion,of the,groundwater extraction period will <br /> require additional remediation. ' <br /> Please prepare a draft Final Remedial Plan which includes a work plan describing the remedial treatments <br /> proposed and an executive summary. Three copies of the plan and summary should be submitted to PHSIEHD ° <br /> for evaluation to determine the appropriate length and scope of the public participation notification and 1 <br /> ` comment period. PHS/EHD will then conduct public notification and following the completion of the public <br /> { participation comment period,PHS/EHD will provide comments on the plan.
