PUBLIC HEALTH SEWICES
SAN JOAQUIN COUN'T'Y
JOGI KHANNA M.D.,M.P.H,
Health Officer
P.O. Box 2009 . Our review has been somewhat hindered due to preliminary information
omitted from the work plan. Please refer to the attached check list and also
to appendix A of the Tri—Regional Staff Recommendations for guidance in proper
format.
In addition to the lack of preliminary information, we have the following
comments regarding the purposed work plan:
1. The soil—gas survey must be conducted under permit and inspection from
this office. The drilled holes are to back—filled with a cement— 5%
bentonite slurry.
2. We recommend the monitoring well construction plan be amended to include
continuous core drilling on at least one well. A detailed description
of the sampling procedure to be used during continuous core logging
should be included in the Preliminary Report orSoil Remediation Plan.
3. In addition to high concentrations of benzene, toluene, ethylbenzene,
xylene, and total petroleum hydrocarbons, total lead was detected. The
source and extent of this contaminant should be addressed.
These concerns shall be addressed in the Preliminary Report or Soil
Remediation Plan submitted to San Joaquin County Public Health Services,
Environmental Health Division for review no later than October 5, 1999.
If you have any questions please contact Eleanor Ratliff of my staff at (209)
468-3450.
.Tog i ha.
