PHS/EHD also requested that MTBE analytical results be reported <br /> with the other results in summary tables. <br /> Please note that the last quarterly monitoring report,"Third Quarter 1996 Groundwater Monitoring Event Report" <br /> which PHS/EHD received was dated March 3, 1997 and included the results of sampling which occurred between <br /> October 10 and October 14, 1996. The groundwater sample results and quarterly reports for fourth quarter 1996, <br /> first quarter 1997 and second quarter 1997 should be submitted immediately. Please note that PHS/EHD has <br /> notified you numerous times that PHS/EHD requires notice at least two working days prior to any site activity, so <br /> that inspections may be scheduled. Any future work which is performed without notification will not be considered <br /> valid. <br /> It has come to PHS/EHD's attention that Catellus Development is considering the possibility of removing the <br /> existing warehouse buildings that are located on site. PHS/EHD understands that the buildings are vacant and have <br /> been vandalized and fire damaged. Catellus is under no regulatory requirement to remove the buildings. If <br /> however,Catellus is considering removing the buildings for the purpose of excavating remaining soil <br /> contamination,a corrective action plan with feasibility analysis must be prepared and must demonstrate,pursuant to <br /> the Underground Storage Tank Regulations(CCR Title 23, Division 3,Chapter 16)and the State Water Resources <br /> Control Board's Policy and Procedures for Investigation and Cleanup and Abatement of Discharges(92-49 <br /> amended October 2, 1996), that excavation is the most technologically and cost effective remedial alternative. <br /> The requested quarterly reports should be submitted no later than September 15, 1997 and once reviewed, <br /> PHS/EHD will provide further regulatory comments as needed.
