This
meeting focused on the properties at 1325 and 1515 West Weber Avenue in
Stockton, California. The primary purpose of the meeting was to receive verbal
k PHS/EHD response to the Environmental Conditions Report submitted by
Catellus in July 1995. In that submittal, Catellus expressed the position that the
properties had been adequately remediated such that no further action would be
required, and the company requested PHS/EHD concurrence with that position.
A significant portion of the 9/7/95 meeting involved review of soil and ground
water analytical data and interpretation of results. PHS/EHD described their
procedures regarding site closure and indicated that Catellus would have to
submit a formal closure report prior to PHS/EHD consideration of site closure.
As expressed in the meeting, PHS/EHD expectation is that such a closure plan
will include numerical estimates of the residual concentrations of hydrocarbons
remaining in site soils, as well as a demonstration that reasonable efforts have
been undertaken by Catellus to remediate site conditions.
PHS/EHD recognized that a closure report will require a certain expenditure of
effort on Catellus' part and accepted Catellus' desire to build some flexibility
into the project schedule to accommodate allocation of resources in 1996. To
make progress toward site closure, Catellus agreed to perform one additional
round of ground water monitoring in the last quarter of 1995 to verify the
trends presented in the Environmental Conditions Report (ERM, July 1995).
This sampling event will consist of water level measurements (all wells for
both sites) and ground water sampling and analysis for Total Petroleum
Hydrocarbons as gasoline (TPH(g)) and benzene, toluene, ethylbenzene, and
xylene (BTEX compounds). PHS/EHD agreed that certain wells (MW-2 and
A member of the Environmental
Resources Management Group
