PUBLI EALTH SERVICES o
SAN .JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Ernest M. Fujimoto, M.D., M.P.H., Acting Health Officers ..
CI FO
445 N. PHS/EHD has the following comments for your
consideration.
PHS/EHD cannot concur with the recommendation that the site be closed based on
available information. Groundwater contamination continues to be evidenced, although not
reported in the above mentioned report. As PHS/EHD indicated in correspondence dated
June 24, 1993 and September 24, 1993, residual soil contamination remaining at the
completion of the excavation attempt may require additional investigation and/or
remediation. Significant contamination has been evidenced in the area of former tank #1
and #2 which requires additional investigation to determine its extent. PIease submit a work
plan by May 25, 1994 to continue the soil investigation.
The confirmation soil samples did not undergo EPA Method 8020 as published. Extensive
modifications of the Method occurred which were not approved.
PHS/EHD discovered a number of errors in the presentation of data submitted by TEG.
PHS/EHD has prepared the following summary of those errors.
1. Table 1 in the above mentioned report incorrectly represented results of
laboratory analysis of sample, E72N1, the lab reported 0.0380 xylene instead
of 0.380 xylene as the table indicated.
2. Tank #1 area
Sample, W97S, collected on October 7, 1993 at 6 feet, evidenced soil
contamination; however, its location was not indicated on Figure 4.
A Dkision of San Joaquin County Health Care Services
