3 'PREFACE AND OVERVIEW <br /> PURPOSE OF THE MANUAL <br /> Test Methods for Evaluating Solid Waste (SW-846) is intended to provide a <br /> unified, up-to-date source of information on sampling and analysis related to <br /> compliance with RCRA regulations. It brings together into one reference all <br /> sampling and testing methodology approved by the Office of Solid Waste for use <br /> in implementing the RCRA regulatory program. The manualy provides methodology <br /> for collecting and testing representative samples ofi waste and other materials <br /> to be monitored. Aspects of sampling and testing covered in SW-846 include <br /> quality control , sampling plan development and implementation, analysis of <br /> inorganic and organic constituents, the estimation of intrinsic physical <br /> properties, and the appraisal of waste characteristics. <br /> The procedures described in this manual are meant to be comprehensive and <br /> detailed, coupled <br /> with the realization that the roblems encountered in <br /> S samDlina and analytical situatioflexibilitL <br /> T e solutions to these problems will depend, in part, on the skill , training, <br /> C and experience of the analyst. For some situations, jit is possible to use <br /> a <br /> this manual in rote fashion. In other situationit will require <br /> combination of technical abij=edance rather than <br /> in a step-by-step, word-b -word fashion. Although this puts an extra burden <br /> on the user, t s unavoidable because of the variety of sampling and <br /> analytical conditions found with hazardous wastes. <br /> i <br /> f � <br /> ORGANIZATION AND FORMAT <br /> This manual is divided into two volumes. Volume Ijfocuses on laboratory <br /> activities and is divided for convenience into threes sections. Volume IA <br /> ro <br /> deals with quality control , selection of a pp p riate test methods, and, <br /> analytical methods for metallic species. Volume1IB consists of methods for <br /> organic analytes. Volume IC includes a variety of test methods for <br /> y <br /> g analytes <br /> miscellaneous anal and properties for usel in evaluating the waste <br /> characteristics. Volume II deals with sample acquisition and includes quality <br /> control , sampling plan design and implementation, 'and field sampling methods. <br /> Included for the convenience of sampling personnel are discusssions of the <br /> F ground water, land treatment, and incineration monitoring regulations. <br /> Volume I begins with an overview of the quality control precedures to be <br /> Imposed upon the sampling and analytical methods. JThe quality control chapter <br /> (Chapter One) and the methods chapters are interdependent.
