This report is being submitted to
the Environmental Health Division (EYID) of San Joaquin County
Public Health Services by LRM-West, Inc. (ERM-West) on behalf of
Catellus Development Corporation (Catellus). The report has been
prepared in accordance with regulators guidelines, specifically the
Tri-Regional I3oard Staff Recommendations for Preliminary
Evaluation and Investigation of Underground Tank Sites, dated 10
August 1990.
The purpose of th;s report is to summarize the site characterization
and investigation activities to date for three tank removals. A
preliminary evaluation of remedial alternatives is also presented for
two of the three tank site locations where leaks have occurred.
This report describes three locations of the West Weber property,
specifically at the addresses 1515, 1325, and 1541 (Figure 1-2).
Underground storage tanks have been removed from each location.
At 1515 and 1325 West Weber, a release of petroleum products from
1 the tanks has been detected. The extent of the release from the 1515
West Weber location has been characterized. The extent of the
release from the property located at 1325 West Weber, however, has
not been characterized and will require further investigation.
Leaks were not evident from the tank removed from the 1541 West
Weber location. Sample results indicated that constituents were not
detected in either soil or ground water beneath the former tank. The
original supporting laboratory reports have previously been
submitted to the County; copies have also been included in this PAR
as an appendix. These laboratory reports confirm that the tank
removal at 1541 West Weber was a clean closure.
Because no further action is necessary at 1541 West Weber, this PAR
focuses e- . the other two addresses (1515 and 1325 West Weber) where
tank lea...; occurred. Analytical data have been summarized in this
PAR,, and original laboratory reports have been included in an
appendix.
Following this introduction, the Problem Assessment Report
provides historical and background information for the three former
tank sites. The report presents the findings from past work at 1515
1-1
o.
