REHS <br />The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br />Loading (SSNL) Study, dated June July 11, 2019 and submitted on July 18, 2019, The SSNL Study was <br />prepared to review the suitability of the above noted parcel for onsite wastewater treatment system (OWTS) <br />usage, including the potential impact of nitrate to groundwater, for the proposed Wat Dhammararam Buddhist <br />Association Heaven Temple Project at the above noted location. The EHD has the following comments: <br />Precipitation Data (Table 4). The values for annual precipitation values for the South Stockton area in Table <br />4 (page 5) are labeled °2 years in 10" data from Soil Survey of San Joaquin County. They are stated to be <br />conservative (i.e., lower) as compared with average precipitation amounts; but they are actually significantly <br />higher than average annual precipitation amounts for South Stockton area. The total annual amount equals <br />18.92 inches, well above the 5 years average for annual precipitation for Manteca (11.75 inches), according <br />to California Irrigation Management Information System (CIMIS). The total given at the bottom of Table 4 is <br />not the sum of the monthly listed values. It may represent the °2 in 10 years" annual total, which is different <br />from the total of the individual monthly values list. The average precipitation values should be used in the <br />nitrate loading analysis instead of the "2 in 10 years" values listed in Table 4. <br />The Estimated Recharge Value. In Table 4, the estimated annual value for potential deep percolation is <br />8.67 inches. According to CIMIS, the 5 years average (2014-2018) for estimated deep percolation in that <br />area is 3.64 inches. <br />Annual Rainfall- Recharge Value. In Table 4, the estimated value for rainfall -recharge ("deep percolation") <br />is given however, in the calculations that follows (top of page 9), a value of 13 inches per year is inserted for <br />R, without any rationale or reference.
