I. INTRODUCTION <br /> This Report issues my findings regarding the Nitrate Loading and Soil Suitability Studies <br /> completed for the proposed Wat Dhammararam Buddhist Association Heaven Temple Project. <br /> These Studies were completed to examine the underlying soil structure and characteristics to <br /> determine the suitability of an on-site decentralized wastewater management system, commonly <br /> referred to as a septic system, and to design it accordingly to serve the future project. These <br /> Studies provide the San Joaquin County Environmental Health Department(EHD)with their <br /> required information pertaining to the current status of the soil and underlying groundwater, <br /> regarding the nitrate loading potential from the current and future wastewater disposal systems on <br /> the subject Parcel. This report complies with San Joaquin County Development Title, Section <br /> 9-1105.2(d). <br /> Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Checklists, but may not necessarily be referenced. <br /> NLS§2.3, SSS§3.1. The subject property is located at 3732 East Carpenter Road, southeast of <br /> the City of Stockton. The General Plan and Zoning information are on the Title Page. <br /> The attached Site Plans illustrate the Men's and Women's Restrooms for the project which <br /> ultimately dictate the wastewater management system. The yearly Buddhist New Year is a major <br /> event that occurs every April when the Restrooms will be used to their full capacity due to the <br /> event entertaining thousands of people. Consequently,the septic system must be designed <br /> accordingly to handle the high volume of anticipated wastewater flows from this event. <br /> SSS§ 1.1, 1.2. The SJC District Viewer Map indicates the subject Parcel is 30.33 acres with the <br /> referenced buildings on the property. Present land use of the property can be observed by the <br /> aerial Google Maps, and consists of four single family residential structures at the entrance to the <br /> facility, a Meeting Hall and Temple Building, and a restroom facility. <br /> The soil testing protocol has found the indigenous soils under the future wastewater disposal <br /> location in the top five ft of soil to contain a predominate lean clay, compacted hardpan soil <br /> material possessing a slow permeability. Below this surface stratum of hardpan soil, down to 25 <br /> ft,the soil column possesses exceptional permeability with increasing depth. <br /> Page-1- <br /> Chesney Consulting <br />
