Hazelton Avenue
Stockton, CA 95205-8232
RE: Site Approval Application No. PA-02-625
Dear Ms. Sullivan:
I wrote to you on June 23, 2004 regarding the masonry wall that is to be erected along the
property line between the VFW property and Janet Spyksma-Pilchard's property. I have
not received a response from you. Is that typical? I assumed that you would respond in
some way to my letter. Has anything been done to enforce the condition of approval
regarding the solid masonry wall along her property line?
I was given a copy of the July 2, 2004 letter you sent to the Board of Supervisors. You
refer to the complaints registered by Ms. Spyksma-Pilchard, and refer to the conditions of
approval, but you draw no conclusions and make no recommendations. Are you
suggesting in your report that the Board approve the conditions of the property and the
actions of the VFW, in spite of the violations of the conditions of approval?
Please respond to the following Conditions of Approval:
Lb states the use is approved for"use as a VFW Post." What does that mean? VFW
member functions? VFW member social gatherings?Public swap meets? Rental of the
facility for weddings? Shouldn't there be some specification as to what is included in
the use as a VFW Post? In your report under"Facility rental"you state "there is no way
to confirm that the facility was rented to the general public..." Isn't a permit required for
a public use of the property? Is the VFW required to keep record of the special events
held on the property? Section Lo states four outdoor special events per year are allowed
with a permit for each event. Is there record of a permit for the grand opening of the
facility in May, or for the wedding on June 19, 2004? What has been done to investigate
the complaints of my clients?
l.d.(2) requires barricades to keep all areas not used for parking free from traffic. Has
this condition been fulfilled? My client has reported trucks parked on top of the dirt pile
near her property. Is this now barricaded? As to the dirt pile, do you consider this part of
