SECTION 1 <br /> 1 INTRODUCTION <br /> 1 <br /> This Environmental Conditions Report (ECR) has been prepared by <br /> ERM-West, Inc , (ERM) at Catellus Development Corporation's <br /> (Catellus') request to summarize the results of recent field activities <br />' performed at Catellus' properties located at the western terminus of <br /> West Weber Avenue in Stockton, California (Figure 1-1) These <br /> activities, which consisted of soil and ground water sampling, were <br /> performed to evaluate the extent of hydrocarbon occurrence in soil and <br /> ground water in the vicinity of two former underground fuel storage <br /> tank locations <br /> This ECR addresses investigations at two specific locations on Catellus' <br /> West Weber Avenue property <br /> ' • 1515 West Weber Avenue, identified as Former Tank Site #1, and <br /> • 1325 West Weber Avenue, identified as Former Tank Site #2 <br /> One underground storage tank (UST) was formerly located at each site. <br /> The USTs were removed from Former Tank Site #1 and Former Tank <br /> Site #2 in 1988 and 1991, respectively During removal activities, <br /> releases of fuel hydrocarbon products were documented to have <br /> occurred at each location Subsequent to UST removal, ERM and other <br /> investigators have performed investigations to characterize soil and <br /> ground water chemical quality The results of these investigations <br /> were used to evaluate remedial alternatives for hydrocarbon-impacted <br /> soil and ground water at each site The selected remedial alternative, <br /> excavation and on-site aeration, was implemented in October 1993 by <br /> ERM, representatives from the San Joaquin County Public Health <br /> Services Environmental Health Division (PHS/EHD) were on site <br /> during the excavation activities The remedial alternative selected for <br /> ' hydrocarbon-containing ground water consisted of periodic ground <br /> water extraction and discharge to the City of Stockton Publicly Owned <br /> Treatment Works (POTW) These extraction events were conducted <br /> ' between May 1994 and September 1994 In addition, ground water <br /> quality was monitored on a quarterly basis from April 1991 until <br /> February 1995 <br /> After completing the remedial alternative selected for soil, PHS/EHD <br /> expressed concern that the hydrocarbon-containing soil at each site may <br /> 1-1 <br />
