(Golder) is pleased to submit this letter describing the <br /> decommissioning of all existing monitoring wells at 1320 West Weber Street,Stockton, <br /> California (Figure 1). The well decommissioning was completed to obtain final closure of <br /> the site. <br /> BACKGROUND <br /> The Union Ice Company owned and operated an ice manufacturing and cold storage <br /> warehouse facility at 1320 West Weber Avenue in Stockton,California. Four leaking <br /> underground storage tanks were removed from the site in December 1988 following a <br /> petroleum hydrocarbon release. Fourteen groundwater monitoring wells (MW-1S through <br /> MW-7S, MW-1D,MW-4D,MW-8 through MW-12),were installed at the site from August <br /> 1988 through February 1993 to characterize the extent of groundwater contamination. The <br /> wells were installed by others. During subsequent excavation of contaminated soils by WHF <br /> Consultants,Inc. monitoring well MW-1S was removed because it was within the <br /> excavation. The San Joaquin County Health Department,Environmental Division (SJCHD) <br /> provided regulatory oversight for the project and determined the closure criteria for the site. <br /> Following approval of the Revised Closure Report Petroleum Hydrocarbon Release Union <br /> Ice Facility submitted by Golder in July 1996,SJCHD indicated that following the <br /> decommissioning of the thirteen existing monitoring wells the site would be closed. <br /> SUMMARY OF WELL DECOMMISSIONING <br /> The well decommissioning was conducted between March 12 through 14, 1997 by John <br /> Sarmiento and Associates, a C-57 licensed well driller under the supervision of Golder <br /> Associates.
