• Install optional monitoring wells in the two optional borings. • Well construction to be accomplished in accordance with all applicable State of California regulations and USACE guidance and standards. • Proper well development of all wells installed. • Properly dispose of solid and liquid investigation-derived waste pending waste classification(to be analyzed under separate contract). • Boring decommissioning(optional,only required if a boring is not to be completed as a well). 1.4 Scope: This PWS is for drilling,sampling,and well installation services with the goal of installation of four deep groundwater monitoring wells. Drilling and installation of two wells are base items to the contract,while drilling and installation of an additional two wells are options. Services include subsurface drilling using a rotosonic drilling rig to approximately 300 feet depth,groundwater grab sampling through temporary drill casing,well installation, well development,and optional boring decommissioning pending groundwater grab sampling results should real- time decisions result in elimination of one or more optional wells. The Contractor shall provide documentation supporting well installation work including but not limited to State of California well installation permits and well completion reports. 1.5 Period of Performance: The period of performance shall be for 135 calendar days. 1.6 General Information: 1.6.1 Quality Control: The Contractor's internal quality control process shall be sufficient to successfully accomplish all work described herein. 1.6.2 Quality Assurance: The Government shall evaluate the Contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied,the frequency of surveillance,and the minimum acceptable defect rate(s). 1.6.3 Recognized Holidays: The Contractor is not required to perform services on the following recognized holidays: New Year's Day Labor Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day 1.6.4 Hours of Operation: The Contractor is responsible for conducting business,between the hours of 0700-1730(7 A.M to 5:30 P.M) Monday thru Friday except Federal holidays. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel,the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.6.5 Place of Performance: The work to be performed under this contract will be performed at West Weber Avenue and/or points immediately north or south of West Weber should alternate drill locations be exercised,in all cases just north of the McCormick and Baxter Superfund Site(site address is 1214 West Washington Street),Stockton,California. 1.6.6 Type of Contract:
