UNION ICE COMPANY <br /> 1320 WEBER STREET <br /> STOCKTON, CALIFORNIA <br /> WORK PLAN TO INSTALL <br /> MONITORING WELLS <br /> .1.0 PROJECT IDENTIFICATION <br /> The Union Ice Company has requested that WHF Environmental Consultants Inc. <br /> install (3) three monitoring wells at the South and East sides of one of the cold storage <br /> warehouse on the site. This request is the result of a previous request by the California <br /> Regional Watef Quality Control Board to investigate a leak beneath the warehouse, of a <br /> salt water brine containing Chromic: acid. WHF proposes to install the wells to try and <br /> determine if the brine has impacted ground water at the site. <br /> 2.0 SITE DESCRIPTION ANIS HISTORY <br /> The Union Ice Company has been operating an ice manufacturing plant and cold <br /> storage facilities for nearly 100 years at this location. In 1988 four (4) under ground <br /> fuel tanks were removed and it was discovered that one of them had leaked. An <br /> ongoing investigation and remedial activities provide us with substantial information <br /> about the site including depth to ground water and ground water gradient inforalation. <br /> In 1992 WHF was performing a Phase I audit on the site and learned from the site's <br /> plant engineer that a leak of the chiller water had occurred beneath the building about <br /> 1.11, years previously. The engineer was not the plant engineer at that time and does not <br /> know how much of the brine leaked under the building. WHF recommended that <br /> Union Ice notify the RWQCB even though the leak occurred Several years previously, <br /> as the contaminant is a known carcinogen, and the depth to ground water is only fifteen <br /> (15) feet from the ground surface. Chromic acid in the brine solution would a:sc be <br /> highly mobile, even in the clays found at the site. <br /> Onion Ice agreed and WHF notified Mr. Cordon Boggs at the RWQCB in writing of <br /> the situation. <br /> WISE received a telephone call from the RWQCB rNuesting that an investigation of the <br /> leak be made and this work plan is the i esponse to that request. <br />
