April 11, 2005
Ray Von Flu
San Joaquin County A PR 1 2005
Environmental Health Department ENVIRONS,',E'T HEALTH
304 East Weber Avenue, 3 Floor
PERM
Stockton, Ca 95202 ITSERVICES
Re: Hazardous Waste Compliance
Dear Ray Von Flu,
On March 10, 2005 the San Joaquin County Environmental Health Department conducted a
hazardous Waste inspection at Farias Auto Repair that is located at 2029 E. Cherokee Road
in Stockton. In operations code section 66262.11 CCR was violated because we failed to
determine if a waste is a hazardous waste. Additionally, in Storage Maintenance & Bills of
landing the following code sections were violated 66262.34 CCR due to the failure to
properly label containers of hazardous waste. Additionally, we violated code section
66265.173(a) CCR due to the failure to keep containers of HW closed except when
adding/removing HW and section code 66266.130(c) CCR—Drained of free-flowing oil (1)
Metal reclaimed (2) Closed container w/initial date of accumulation labeled "drained used
oil filters" (3) Storage of 1 ton 1 year (4) failed to retain bill of lading for filters for 3 years
(5).
As requested by the San Joaquin County Environmental Health Department, Farias Auto
Repair has complied with section code 66262.11, 66262.34, 66265.173, 66266.130. We have
labeled all hazardous waste containers and have instructed our employee's to maintain the
HW closed during non operable hours and non usage. In addition, we have placed maps
inside the office and outside of the shop with the emergency card numbers. This will enable
the employees as well as management staff to visibly view the numbers in case of an
emergency. Furthermore, the Shed that is located outside by the oil is in the process of
being demolished.
Please accept our apologies for the mistakes that occurred at Farias Auto Repair. We will
due our diligence to maintain all hazardous waste in compliance with the San Joaquin
County Environmental Health Department.
Sincerely,
_ J
Jose Madrigal Farias dba
Farias Auto Repair
