MEMORANDUM
■ ■'
RECEIVED ME
OCT 0 2 2019
ENVIRONMEN FAL HEALTH
To: Linda Turkatte, REHS PERMIT/SERVICES
From: Paul Schneider, P.E.
Date: 10/1/2019
SIEGFRIED
Re: Response to Plan Check Comments and Alternate Nitrate Loading Analysis Holly
Commerce Center Buildings E&E
I. Introduction
Siegfried is in receipt of the memorandum prepared by Norman Hantzsche, P.E. or Questa Engineering
Corporation dated August 15, 2019. In addition, we have been provided the attached "Attachment 1;
Recommended Alternate Nitrate Loading Analysis for Heavily Developed/Impervious Site Conditions" It is
further understood that there is an overriding regarding the potential that the site could change from dry
warehouse to some other more intense use. The following sections are intended to augment the revised
plans and serve as our response to the comments.
II. Sewer Collection System Design
The plan review comments indicated that there was a concern regarding the gravity collection system.
The system design was a cost driven decision and a closer analysis was performed to compare the
gravity system to a force main system that alleviates the concerns raised in the comments. Due to
favorable results and the concerns raised the design has been revised to a force main system that is not
as deep and out of the groundwater. Gravity structures have also been removed. Lastly the filter bed rock
depth has been corrected as noted.
III. Future Growth and Monitoring Plan
As requested, the plans have been altered to include a flow monitor and sensor on the post septic tank lift
station that lifts the effluent into the leach field. The project owner has volunteered to enter into the
County's monitoring program and will report the waste flows as required. Please see note added to detail
2 on sheet C7.3.
To address the building use, change potential Siegfried has prepared and attached an exhibit that utilizes
the architectural occupancy rates on the current plans and designates a contingency area for leach fields.
Please note that the areas are currently shown to be in the loading docks because if the building use
were to change to office and demand this large a septic system the loading docks would no longer be
necessary, and the truck courts would be converted to auto parking.
IV. Alternate Nitrate Loading Analysis
It is understood that there is concern over the impact of large amounts of impervious area on the
historical Hantzsche-Finnemore equation and an alternate method was requested in the form of
Stockton
3428 Brookside Rd.
Stockton, CA 95219
t: 209.943.2021
San Jose
111 N.
