C(D D PROGRAM COORDINATORS <br /> Robert McClellon,REHS <br /> ry Jeff Carruesco, REHS,RDI <br /> Willy Ng,REHS <br /> Muniappa Naidu, REHS <br /> Michael Kith,REHS <br /> Melissa Nissim, REHS <br /> November 25, 2019 <br /> Paul Schneider <br /> Siegfried Engineering, Inc. <br /> 3428 Brookside Road <br /> Stockton, CA 95209 <br /> RE: Soil Suitability/Nitrate Loading Study SR0080748 <br /> Onsite Wastewater Treatment System Design SR0080749 <br /> OLLIX, LLC - E&E Building <br /> 9375 Sugar Road, Tracy <br /> APN 212-160-17, BP-1900039 <br /> The Soil Suitability/Nitrate Loading (SSNL) Study dated April 17, 2019, the Onsite Wastewater <br /> Treatment System (OWTS) design, dated June 12, 2019, the revised site plan, dated September 25, <br /> 2019, and the response to plan check comments, dated October 1, 1019, were reviewed by Questa <br /> Engineering Corp for the Environmental Health Department (EHD). <br /> The SSNL Study was prepared to review the suitability of the above noted parcel for onsite <br /> wastewater treatment system (OWTS) usage, including the potential impact of nitrate to <br /> groundwater, for the approximate 979,279 square feet industrial warehouse and office building, <br /> proposed for the above noted location. <br /> Based on the information provided, the EHD finds that the SSNL Study supports the suitability for <br /> the OWTS usage as designed for the proposed warehouse and office buildings pursuant to San <br /> Joaquin County Ordinance Code Title 9, Section 9-1105.2(d), with the following conditions: <br /> 1. Annual operating permit is required. Fee for Annual Operating Permit is due at time of OWTS <br /> installation permit application. <br /> 2. The wastewater flow shall be monitored monthly. The result shall be submitted to EHD <br /> quarterly. <br /> 3. When an average daily flow exceeds the designed daily flow of 960 gallons per day, the <br /> OWTS shall be evaluated and modified to accommodate the increase in wastewater flow. <br /> Any modification to the OWTS shall be done under EHD permit and inspection. New SSNL <br /> Study is required pursuant to OWTS Standards. <br /> 4. When an average daily flow is 10,000 gallons or greater, waste discharge requirement from <br /> the California Regional Water Quality Control Board is required. <br /> 5. The comments and recommendations resulting from the review are attached for your <br /> consideration. <br /> 1868 E.
