civil,
Environmental
£t Water
Resources
MEMORANDUM
ENGINEERING CORP.
TO: Linda Turkatte, REHS
Director, San Joaquin Environmental Health Department
FROM: Norman Hantzsche, PE, Questa Engineering Corporation
DATE: August 15, 2019
SUBJECT: OWTS Design Review for Holly Commerce Center, E&E Trading
PROJECT OVERVIEW
The project is for the construction of a large commercial/industrial building(E&E Trading) on an
approximately 42-acre site, within the Holly Commerce Center. The essentially flat building site
is currently has been used in the past for agriculturally-related activities. The proposed
building(s) will cover approximately 22 acres, with nearly all of the remaining area around the
buildings occupied by paved driveways, parking, loading and storage area. Some amount of
unpaved area is provided for landscaping and for the onsite wastewater disposal field, to be
located in the northwest corner of the site. Storm drainage from the site will be collected and
routed to a large detention/retention basin located along the western side of the site.
OWTS DESIGN (Siegfried Engineering Inc., dated June 12, 2019)
Sanitary wastewater generated by the project is assumed to be from employee restroom use.
According to the Sanitary Sewer Design by Siegfried Engineering, wastewater from four
different building areas will be collected and treated in septic tanks (4), with the effluent from all
tanks routed by gravity to the northwest corner of the site. The combined effluent will be
collected in a large surge/dosing and then pumped into a series of shallow gravel "'filter beds"
for disposal. Major elements of the system include:
• Wastewater flow: Average daily wastewater flows are estimated based on plumbing
fixture units (12 for each per"Office Area") at 240 gpd per Office Area; 960 gpd total for
the entire building.
• Septic tanks: One 1,500-gal (2-compartment) concrete tank (with effluent filter) is
proposed for each of the four Office Areas.
• Effluent Sewer: Septic tank effluent will be routed to the northwest corner of the site in a
system of 6" diameter gravity effluent sewer lines, with numerous manholes.
• Surge/Dosing Tank: A large fiberglass surge/tank lift station following the septic tank is
provided to pump the effluent to the disposal field via a distribution box.
• Disposal: A series of leachfueld"filter beds"totaling 3,240 square feet is provided for
effluent disposal; dimensions: 33.75 ft x 96-ft, with 8" of drain rock below 4"perforated
1
Box 70356, 1220 Brickyard Cove Rd.Suite 206 Pt.
